Ningbo Free Trade Zone
Ningbo Free Trade Zone (NFTZ), covering an area of 2.3 square kilometers, was established on November 19, 1992, upon the approval of the State Council of China. With preferential policies of “exempt from duty, bonded duty, and exempt from license”, NFTZ has main economic functions of export processing, international trade, bonded logistics and commodity exhibition. In China's Mainland, NFTZ is the area most opened to the outside world, and it is the only free trade zone in Zhejiang Province. As a branch of Ningbo Municipal Government, The Administrative Committee of NFTZ and NEPZ (Ningbo Export Processing Zone) administrates both NFTZ and NEPZ. At present, NFTZ and NEPZ enjoy mutual benefit and integrated development, and has thus become the area with most preferential investment environment and most completed economic functions in China's Mainland.
 After 10 years development, the investment environment of NFTZ has been ever perfected and the regional economy of NFTZ has made rapid progress. Up to the end of 2005, more than 5446 enterprises have been registered in NFTZ, among which 893 enterprises are foreign invested with total investment of 4.51billion US dollars, and the total import and export volume has reached 8.97 billion US dollars.
NFTZ has become the new economic growth area and an important window of foreign trade and foreign investment of Ningbo City. Taiwan enterprises have a hot investment trend in NFTZ. By the end of 2004, 154 enterprises have been incorporated with 58 in manufacturing business. Total investment has reached 1.45 billion US dollars. Therefore, NFTZ has become the largest Taiwan investment area in Zhejiang Province.
NFTZ aims to develop high-tech and modern logistic industry, and has planned Computer Industrial Park, National IC Industrial Park, Information Household Appliance Industrial Park, Ningbo International Software Park, Overseas Scholar Pioneering Park, Precision Machinery Industrial Park and Modern Logistic Park. Up to the end of 2005, it has hosted i203 high-tech projects with total investment reaching USD3.39 billion, 128 projects have been listed in science and technology plans of national, provincial and city levels. There has formed international trade, warehousing and logistic enterprises cluster, IC industrial cluster, computer industrial cluster, Information Household Appliance Industrial cluster,software industrial cluster, and NFTZ is becoming an important high-tech industrial and logistic base for import and export in Yangtze River Delta.
To create new opening-up advantages, NFTZ has set up economic and trade center, construction service center, foreign investment service center and human resources service center according to the different characteristics and requirements of phases of project setup, construction and operation. NFTZ also has established service agency system, first-inquired-responsible system, 24-hour service system, and limited-time service system to provide enterprises with around-the-clock, all around, and all free service.
Ningbo FreeTrade Zone sticks to the policy of combining development and environmental protection, and has obtained ISO 14001 environmental management certificate, besides, it has been titled as national example zone of ISO14000. Meanwhile, Administrative Committee provides investors with villas, apartments and dormitories that integrate education, commerce, medical treatment, and leisure facilities to create a modern living environment.

 Development Blueprint 
NFTZ will focus on further prospering regional economy and trade and boosting circumjacent foreign-oriented economy. The specially-endowed policies will be fully utilized in a flexible and reasonable manner. In line with market economy and international practice, NFTZ is to conduct extensive and flexible cooperation with overseas investors to achieve developments. Great efforts will be taken to construct such three industrial bases as The Major Producing Base of IC, Computer and communication network and Information Household Appliance. NFTZ is to be highlighted for its feature of linking home and abroad and is to be developed into one with complete facilities and functions, superb services and fruitful profits.

Ningbo Export Processing Zone
Ningbo Export Processing Zone(NEPZ) was approved by China State Council and set up on Jun. 2002, its planning area is 3 km 2 and first phase of 2 km 2 under developing, it started to run and under supervision of cust  oms since Oct. 2003. In compliance with the common international practice, NEPZ is being operated in the way of “inside the territory, outside the customs” and enjoys the special policies of “exempt from tax, exempt from license, bonded tax” as well as tax refunded of domestic material and equipments etc, and the enterprise in NEPZ enjoys duty free on purchasing, processing and exporting. Customs of NEPZ practices the way of “application in one time, examine and approve in one time and check in one time” on flowing goods and provides in time services on customs clearance. NEPZ is one of the special economic areas with the most preferential policies, highest efficient customs formalities and most convenient management in China.
Ningbo Export Processing Zone (NEPZ) is located adjacent to Ningbo Free Trade Zone (NFTZ). As a branch of Ningbo Municipal Government, The Administrative Committee of NFTZ and NEPZ (Ningbo Export Processing Zone) administrates both NFTZ and NEPZ. Currently, these two zones have realized mutual-benefiting from policy functions, sharing the resources, integrating development and become one of the zones which have most predominant investment environment and most complete functions in mainland China.
Ningbo Export Processing Zone has a complete infrastructure and utilities. An executive business center and a residential area have been built for the zone and the hardware reaches to a top level all around China. The Administrative Committee of NEPZ can provides enterprises a “one-stop-service” combined with some administrative organization such as the Customs, China Inspection & Quarantine Bureau, Foreign Exchange Administrative Bureau, Tax Bureau, Commercial & Industry Administrative Bureau and some service provider like finance & insurance sections, agency institutions.
In order to create new advantages for opening-up, according to different requirement and characteristic during different period of project setting up, construction and operation, NEPZ has setup the business service center, the construction service center, the foreign investment service center and the human resources service center, implements the systems such as agency service, first-asked response, 24 hours service, limited time service and etc. to provide enterprises with around the clock, all round and all free service.
Ningbo Export Processing Zone sticks to the policy of combining development and environmental protection, and has obtained ISO 14001 environmental management certificate. NEPZ aims to foster the development of export-oriented hi-tech industries of semiconductor, electronic information, auto spare parts, precision machinery, biomedicine, fine chemical, value-added industry together with traditional industries like light industry, textile, food processing.
Due to the excellent business environment including exclusive incentives and its geographical location, NEPZ has become a hot spot for foreign investment. Up to now, there are 25 projects constructing in the area, with total investment of USD 560 million, with USD 440 million contracted foreign investment. In 2004, the area realized USD 960 million processing trade value.

Ningbo Bonded Logistics Zone
NBLZ (Ningbo Bonded Logistics Zone), with a planned area of 0.95 square kilometer for its phase 1, was established with the approval of the State Council in August 2004. It locates behind the Ningbo Port Phase 4, and its operation was put under the closed administration of the Chinese Custom in August, 2005.
Policies in NFTZ(Ningbo Free Trade Zone) and NEPZ(Ningbo Export Processing Zone)can also be applied to NBLZ. As for importation and exportation, domestic merchandise admitted into NBLZ is regarded as exportation according to the policies applied in NEPZ, therefore, enterprise can claim the tax refund for their merchandise after custom clearance. Merchandise sold to domestic market should be taxed and declare custom as imported merchandise. Merchandise within the zone can circulate freely without VAT and consumption tax.
As the special zone under the custom administration of “inside the territory outside the customs”, NBLZ can provide major functions including international transferring, international distribution, international and domestic purchase and simple circulation processing. Enterprises inside the zone can purchase products from international and domestic market and engage in business such like warehousing, circulation processing, distribution, cargo transferring and transferring trade.
